Production Villages

The aim is to establish 1000 villages as “Saubhagya Production Villages” throughout the country.

Production Village – Overview

Production village is a village that produces or serves value-added products, with low-income families directly contributing to the production process, based on the product potential, resource availability, and market.

Production villages can be identified as single villages or cluster villages (a collection of several nearby Grama Niladhari Divisions) based on geographical factors or the scattering of producers.

Production Villages Classification

The production villages thus established are classified under 05 sectors.

Naming Saubagya Production Villages

Each of these villages is referred to as a “Saubagya production village”.

Out of them, villages that can attract tourists have been identified and with the support of other relevant Ministries including the Ministry of Tourism, attention has been paid to promote the tourism industry.

Government – Beneficiary Partnershi


  • Government contribution is up to 10Mn Rupees per village. In addition, 3Mn for infrastructure development in each production village.

  • The beneficiary must also make a capital contribution equal to or greater than the government contribution to their product inputs. That contribution could be equipment, construction, labor, or financial.

Methodology of operations

The Saubagya Production Village Program is implemented in each district under the full supervision of the District Secretary under the coordination of the District Director (Planning) and at the Divisional Secretariat level, under the guidance of the Divisional Secretary and the Assistant Director (Planning).

The Development Officer in charge of the Division is responsible for identifying villages, selecting beneficiaries, identifying projects, coordinating institutions, providing necessary facilities, and maintaining sustainability, with the assistance of the Samurdhi Development Officer, Grama Niladhari, Agricultural Research, and Production Assistant and other divisional officers.

    Economic Development Officer in charge of the domain, Samurdhi Development Officer, Grama Niladhari, Agricultural Research, and Production Assistant and other officers in the domain
